Documents Highlight Regime’s Urgency to Obtain Equipment for Uranium Extraction Across Iran

Evidence continues to emerge daily, shedding light on previously undisclosed aspects of the regime’s internal affairs. Among these revelations is a series of correspondences exchanged between the Iranian regime’s Atomic Energy Organization and the Presidential Organization. These correspondences indicate the AEOI’s pursuit of acquiring essential equipment for nationwide uranium exploration and extraction.

The obtained chain of official letters, made available through the Iranian dissident group “GhyamSarnegouni,” reveals the AEOI’s close alignment with high-ranking authorities and its commitment to expedite bureaucratic processes for the registration, preparation, and operation of the required equipment.

Furthermore, these documents illustrate the extent of cooperation among state and local officials in supporting these endeavors.

Subject: Amendment of the approvals of the honorable Board of Ministers No. 7771-97 / M / N 55156 H dated June 17, 2018, and 01/39366 / M / T 60486 H dated November 2, 2022, regarding the issuance of import licenses for the number of 35 operational vehicles required by the Energy Organization Atomic Iran

Greetings,

Respectfully, as you are aware, the Atomic Energy Organization of Iran was authorized to import 35 operational vehicles for uranium exploration and extraction all across Iran through resolution number 7771-97 MAT 55156h on June 17, 2018. However, due to budget and time constraints, as well as difficulties in obtaining representation from foreign automakers and countering actions from the United States, it was not possible to order and register the vehicles as initially planned. The aforementioned resolution was amended to include the content of “no need to place orders and related procedures.” Consequently, shortly after the announcement, the clearance and procedural steps, including numbering, were swiftly completed for 27 vehicles, which are now operational in the exploration areas.

However, the Department of Government Resolution Review and Compliance found this amendment problematic due to the elimination of customs duties and a reduction in commercial profit. As a result, the esteemed government council has decided to revoke the entire approval (Attachment 1).

Consequently, the parent company responsible for producing raw materials and nuclear fuel in Iran will pay the difference in customs duties and commercial profit (Attachment 2). Since the resolution has been revoked, it has not been possible to place orders for the aforementioned 27 vehicles. The General Directorate of Export and Import Regulations of the Ministry of Industry, Mining, and Trade considers presenting the issue to the esteemed government council again as the only legal solution to address this problem (Attachment 3).

Therefore, I kindly request that you issue an order for the examination of the aforementioned matter in the esteemed government council to amend the resolution (both regarding the 27 vehicles as per resolution number 7771-97 MAT 55156 dated June 17, 2018, and the remaining 8 vehicles as per resolution number 01/39366/M/T 60486 H dated November 2, 2022).

The proposed amendment text is as follows:

The phrase “Without complying with the regulations of the technical requirements for vehicle imports and subsequent amendments, without placing an order, subject to payment of customs duties and government commercial profits” will be added to the mentioned resolutions.

The report mentioned on pages 4 and 5 of Bulletin No. 157 dated April 5, 2023, from the Ministry of Intelligence (attached images), titled “Misuse of the Atomic Energy Organization by blocking the mining areas under the pretext of the radioactive zones in Yazd Province,” has reached the attention of Dr. Mokhber, the esteemed Vice President.

According to his opinion, it is requested that an immediate investigation be ordered regarding the mentioned issue and necessary measures be taken to resolve the problem. It is also requested that the results of the actions and follow-up be reported to the esteemed Vice President’s office for information.
