al-Malaf, July 10,2007: Day by day more facts are unfolding on the extent of Iranian meddling in Iraqi internal affairs, that had began from the day after the fall of Baghdad on April 9, 2003, and is still continuing.
Dozens of intelligence reports are revealing the role of Iranian Quds force and intelligence agents that are working in coordination with militants from the Badr Organization, the Mahdi Army, part of the Dawa Party, and some other armed factions to implement the agenda of Tehran in Iraq.
Meanwhile, the two Iraqi governments that had been formed by the Shiite coalition and the Iraqi President Jalal Talabani have either denied these meddling or they have defended them.
In the latest scandal on the blatant meddling, a U.S. embassy official in Baghdad revealed to al-Malaf that Hassan Kazemi Qumi, the Iranian ambassador to Baghdad, with the knowledge of Iraqi President and Prime Minister is routinely participating in the ministerial security meetings, (which includes Minister of the Interior, Minister of State for National Security Shirwan al-Vaeli, National Security Advisor Muwaffak al-Rubai’i and Abdel-Qader al-Obeidi, Defense Minister and representative of the Iraqi president).
The official, who spoke on the condition of anonymity, said that the Iranian ambassador is usually in agreement with whatever Shirwan al-Vaeli says except on the issues concerning the three Kurdish provinces.
This body also includes elements of Badr Organization, the Mahdi Army and the al-Dawa Party and has very good logistical and communications facilities. They arrest and detain Iraqi citizens in the name of prime minister’s Office.
According to the same source Shirwan Al-Vaele and Muwaffak al-Rubai’i have prepared official draft legislation to legalize this security apparatus but it is not officially known whether it will be presented to the parliament. Last week the draft legislation had been completed.

The source said that an Iranian intelligence officer identified as "Hashemi" played the role of the liaison officer and fully coordinates with al-Vaeli and al-Rubai’i in order to complete the structure of this security apparatus and the trainings of its elements in areas of intelligence and combat.
He noted that the management of security meetings attended by Iranian ambassador was limited to al-Rubai’i and al-Vaeli, and Kazemi Qomi. Kazemi Qomi is playing a prominent role in the formulation of security policies in Iraq.
The presence of the Iranian ambassador in the meetings reflects the mistrust of the Iranian government in a number of staff members of President Talabani’s office.
The lack of confidence has prompted Tehran to assign its ambassador to directly supervise and attend the official security coordination meetings, to inform Iran of the decisions made prior to their execution and to assess the degree of conformity with the Iranian security and political policies in Iraq.
Previously Washington had revealed the Iranian Quds force’s involvement in arm-smugglings, training Shiite militias, and penetrating in southern Iraq.
