Agents stormed the house in city’s western Shahriar district belonging to a man named as Narges, and seized computer equipment.
It later emerged that the site was being run by a second man named as Behnam, 35, who had been using his computer selling VPN software.
West Tehran cyber-police chief Nourallahi told state-run outlets on Friday: “The cyber-police scrutinized the Internet and identified a website selling filter by-passing software.”
Attempting to by-pass Iran’s strict Internet controls was an offence under article 25 of the law, he said.
