Camp Ashraf massacre
Written Declaration No 476

On 8 April 2011, on the orders of Prime Minister Nuri Maliki and at the behest of the Iranian regime, 2500 Iraqi armed forces in 140 armoured vehicles attacked defenceless and unarmed Iranian dissidents in Camp Ashraf, killing at least 34 residents, including 8 women, and injuring more than 300 others. The Iraqi forces indiscriminately shot residents and armoured vehicles ran them over. They also shelled residential areas.

Ashraf residents are “protected persons” under the Fourth Geneva Convention and international law. This military attack against Ashraf is a “crime against humanity” and a “war crime”.

We demand that:
–       the United Nations, the United States and the European Union act immediately to halt the massacre and urgently ensure the withdrawal of Iraqi troops from Camp Ashraf;
–       the United States immediately intervenes and transfers the wounded to the United States military hospital for urgent treatment;
–       the United States and United Nations take control over the safety and security of the camp;
–       the United Nations set up a permanent monitoring team in Camp Ashraf to prevent breaches of the residents’ rights.
