Insisting on uranium enrichment inside Iran, Cabinet Spokesman Gholam-Hossein Elham said, “The government’s stance is to have enrichment domestically and the Russian proposal will be studied based on this stance.”

“The principles already defined in the nuclear energy issue still hold true within the same framework,” he added.
Supreme National Security Council Secretary Ali Larijani emphasized last night, “We are seeking to have a complete nuclear fuel cycle in Iran.” He referred to Russia’s proposal to enrich uranium on Russian soil as a “complementary plan.” Larijani who is using the Russian plan to buy time, said: “We don’t see the Russian proposal as mature… It has serious problems… It’s not necessary to resolve all the world’s problems in the first round of negotiations with this country. We have patience…” Admitting that the regime was bent on continuing its nuclear projects, he said, “Iran will not negotiate with Europe on aspects that have no bearing on the negotiations such as research.”
Mohammad Mohaddessin, Chair of the Foreign Affairs Committee of the National Council of Resistance of Iran, said, “These statements reveal two realities. First, the clerical regime is in no way prepared to abandon its ominous projects to acquire nuclear weapons. Second, the regime is using the Russian proposal to deceive the world and prolong negotiations to buy time in its pursuit of nuclear weapons.”
Mohaddessin added: “Today, nobody doubts the regime’s intent to achieve the nuclear fuel cycle inside Iran. It is clear that the EU3 negotiations with Tehran have only provided time and further opportunity to the regime in its campaign of deception and concealment. Negotiations with the terrorist regime in Tehran must end and its nuclear file should be referred to the United Nations Security Council for the adoption of comprehensive sanctions.”
