Iranian Resistance warns U.S. and UN on Maliki’s conspiracies against Camp Liberty resident

NCRI – Iranian Resistance warns of Iraqi Prime Minister Maliki’s plans to escape consequences of crime against humanity and pave the way for initiating further massacres in Camp Liberty and emphasizes on U.S. and UN’s full responsibility regarding safety and security of residents of Camp Liberty.

Maliki who receives his orders from the clerical regime in Iran told Sky news on Tuesday night, November 19, that “this organization is on Iraqi soil without legal document. They are neither refugees nor Iraqi citizens nor have residence… they are under prosecution by people of Iraq… our constitution says that Iraq is not a base or a route for any terrorist organization or any group that seeks to hurt the security of a neighboring country… 120 of these people have arrest warrants. ”

These statements that were similarly made by Maliki to al-Hurra TV on November 8, while betraying his intention for further massacres on fake pretexts of unlawful presence and fabricated arrest warrants, is acknowledgement of partaking in five massacres in Ashraf and Camp Liberty, especially the great crime against humanity on September 1 which was a massacre, mass execution and taking hostage defenseless refugees residing in Ashraf.

Contrary to repetitious lies, residents of Camp Liberty have been in Iraq legally since 1986 and according to the laws of the country have been considered refugees, and since 2004 they are all protected persons under the Fourth Geneva Convention. As explicitly noted by United Nations and the High Commissioner for Refugees, in the framework of 1951 Geneva Convention, they all are considered refugees or asylum-seekers since 2011. According to sixteen months of investigation by nine U.S. agencies, none of them face any charges. Despite resorting to all pretexts and fabrication of dossiers by regime’s elements in Iraq and notwithstanding Maliki’s insistence and conspiracies, for one decade and until its dissolution, Iraq’s Supreme Criminal Court was unable to bring any allegations against Camp Ashraf residents.

The U.S. government and the United Nations and its Secretary-General have complete responsibility for the safety and security of residents both due to their responsibilities that are derived from international conventions as well as their written and repeated commitments, especially in the past two years. In the August 16 ،2012 quadripartite agreement on transfer of all residents, except one-hundred of them, from Ashraf to Camp Liberty, the U.S. government “commit to support safety and security of the residents until the last of the residents leaves Iraq.”

The Special Representative of Secretary-General for Iraq, in his letter of 28 December 2011 to Ashraf residents wrote: “The United Nations will conduct 24/7 monitoring at the camp until the last of the residents leaves Iraq.”

On 29 August 2012, following the transfer of the sixth group of residents to Camp Liberty, the U.S. State Department spokesman announced: “The United States also reiterates its commitment to support the safety and security of the residents throughout the process of their relocation outside of Iraq”.

These assurances did continue after the September 1 massacre as well and in the joint plan of UNAMI and the U.S. Embassy in Iraq on September 5، 2013 for relocation of the 42 survivors of the Ashraf massacre, they once again reiterated on the “safety and security of the residents in Camp Liberty” and indicated “The GOI agrees to install T-Walls and allow additional sand bags for the protection of the residents in Camp Liberty pursuant to a UN security recommendation”.

On September 6, Ms. Elizabeth Jones, Assistant Secretary of State for Near Eastern Affairs, wrote to Mrs. Rajavi: “the United Nations will help facilitate the safeguarding of the property at Ashraf through your retention of a trusted local security firm. The U.S. Embassy will do its utmost to support these efforts. We finally take note of the Government of Iraq’s agreement with UNAMI to install large T-walls pursuant to a UNAMI-provided security plan, as well as additional measures. These measures would be taken simultaneously with the safe and secure move from Ashraf, under UNAMI oversight, and we will do our utmost to support this process. We will also enhance our efforts to find safe and secure resettlement locations outside of Iraq.”

Two and a half months passed this date, none of these promises have been implemented and residents are facing serious perils, their property is the target of plundering by Iraqi forces, and there is no sign of resettlement. Therefore, the Iranian Resistance once again warns United States and United Nations to live up to their responsibilities with respect to the safety and security of Camp Liberty residents and reiterates that their silence is shameful and paves the way for further massacres.
